Board ratifies two HHI job descriptions after debate over driver's-license requirement

The board unanimously approved two new Home and Hospital Instruction (HHI) job descriptions — program specialist and HHI teacher — after a period of negotiation and public comment.

Dr. Lori Crawford, a special education teacher and member of the bargaining team, testified during public comment that while the HHI job descriptions were largely the product of meaningful negotiations, she objected to language requiring a driver’s license for positions that do not have driving as an essential function and said the change raised concerns about ableism in district job requirements.

HR staff and the district’s bargaining representative said the descriptions were negotiated at arm’s length with STA and that STA’s negotiating representatives authorized bringing the items to the board for ratification. Jake (union representative) confirmed the bargaining team had authority to present the agreements and said STA’s internal ratification processes can vary. District staff said they will continue discussions with STA, risk management and reasonable-accommodation specialists to clarify essential functions and ensure compliance with accommodation laws.

The board approved the job descriptions and also adopted updated salary schedules for multiple bargaining units in a separate item. Trustees asked staff to continue conversations and, if needed, return with amended job descriptions following further negotiation.
