The Bountiful City Council approved two administrative items on April 28: a boundary-line adjustment tied to the Davis County Library remodel and a multi-year interlocal agreement with Davis County for Community Development Block Grant administration.
City Engineer Lloyd Cheney described the boundary-line adjustment as an equal-area property swap with Davis County to facilitate the library's redesigned south parking area and to consolidate parking in ways that reduce close driveway conflicts on the municipal campus. The adjustment reallocates property so that handicap parking better serves the Golden Years Center and converts a library driveway on Main Street into a dead-end entry with landscaping; the County prepared the recordable agreements.
On grants, the city attorney explained the Community Development Block Grant (CDBG) program administered by HUD and said Davis County has been administering the city's share. The proposed interlocal agreement would allow the county to continue applying for and administering CDBG funds for Bountiful residents for federal fiscal years 2027 through 2029; staff recommended the cooperative approach and council approved Resolution 2026-07 unanimously.
Both actions passed without objection. Cheney said the county will record the boundary adjustment after signatures and staff will coordinate any further implementation steps for the library remodel and CDBG-funded projects.
