Platteville council approves consent agenda, street overlay contract and four other items

The Platteville Common Council met April 28 and unanimously approved a package of routine items and four formal motions, including an award for the citys annual thin-overlay street maintenance project and an ordinance change for volunteer terms on the Parks, Forestry and Recreation Committee.

Council approved the consent agenda, which included minutes from April 21, payment of bills, operator licenses and a Main Street street-closing permit for the July Cruise-In. A motion to accept the consent agenda was seconded and carried on a unanimous vote by the council.

On Contract 7-26, public works staff reported one bid from Iverson Construction for the citys annual thin-overlay program and recommended awarding the base bid only. Council voted unanimously to award the base bid to Iverson Construction as recommended by staff. Staff said the project is funded with an estimated $110,000 in wheel-tax revenue; the staff-reported base bid was $103,263.05 (base bid as reported by staff).

The council also approved budget amendment No. 1 to carry selected 2025 balances into 2026: $53,019 in the CIP fund and $27,486 in the general fund, following a staff presentation on the items to be carried over for projects and operating lines.

Separately, the council adopted Ordinance 26-03 to amend the city code so Parks, Forestry and Recreation Committee resident members may serve two consecutive three-year terms before the required one-year absence. The measure passed unanimously; a separate proposal to authorize virtual attendance was referred to the city attorney for drafting.

Finally, the council voted to disallow a 2025 excessive-assessment claim from Walgreens Company seeking a refund of $19,268 plus interest for a store at 675 South Water Street. City staff and the insurerretained attorney advised that the matter was a valuation dispute and recommended disallowance, which the council approved on a unanimous vote.

Whathappens next: The disallowance preserves the claimants right to file suit (the city noted the 90-day statute of limitations that follows formal disallowance); other approved items will be implemented by staff as budgeted and scheduled.
