The Portsmouth Town Council on April 29 reviewed the civic support packet of requests and made several provisional reallocations, notably moving the Portsouth Senior Center’s town contribution toward $100,000 and reassigning smaller increases for community organizations.
Staff presented civic support requests totaling $960,972 (including state library aid passed through at $140,557). The senior center had asked for $112,046; councilors expressed concern about large, un‑vetted increases from organizations moving into new facilities and asked for a clearer breakdown of drivers such as utilities and legal expenses. Mr. Ferber, speaking as a senior‑center representative, identified expected increases in electricity, legal and cleaning costs and said some line items — including an anticipated food‑prep coordinator — remained under discussion.
After debate and motions, the council provisionally set the senior center’s town allocation at $100,000 and reduced the wildlife rehabilitators’ request to $1,000. The council also added $1,000 each to the local food‑bank line and the Dr. Martin Luther King Community Center, funded in part by trimming other new requests. The Rhode Island Social Skills Academy request was removed pending further explanation.
Councilors repeatedly emphasized the provisional nature of the allocations and asked staff to produce clearer spending and outcome reports for the Prudence Island School Foundation and other large recipients before final adoption in June. Several council members asked for documentation of last year’s expenditures and the planned use of any new funds. The civic‑support totals approved provisionally tonight remain subject to change when the council takes the final budget vote.
