Associate planner Jeffrey Kim summarized revisions to the previously reviewed plan set for 28337 Ponte Vedra Drive: an 800‑square‑foot second‑story addition plus a small first‑floor addition for a new total of about 2,918 square feet, lowered highest roof ridgeline by 1.81 feet, changes in roof pitch, changes to window types and sill heights (some windows raised to high windows, some lowered and frosted), and removal of direct attic access from the second floor. Staff concluded those changes reduce privacy and view impacts and recommended the commission deny the appeal and uphold the director’s conditional approval.
During public comment Pamela Holmes, who identified herself as the appellant’s spouse, asked whether the expanded neighborhood‑compatibility analysis (nearest 100 properties) that had been discussed at the prior hearing would be included in the staff report. Jeffrey Kim said staff had prepared an expanded analysis and summarized counts of two‑story houses in different radii (0 in the closest 20 homes, 3 in the nearest 30–50, and 4 in the nearest 100), and said those data were presented in the staff presentation although the expanded table was not in the formal written report.
Because staff experienced technical issues showing the full plan visuals on-screen and several members of the public asked to see the complete presentation, commissioners voted unanimously to continue the appeal hearing to May 26. The commission allowed staff to provide five additional minutes each to applicant and appellant at the continued hearing and asked staff to include the full revised plan set, cross sections, and the expanded neighborhood‑compatibility analysis in the next staff report.
Next steps: the appeal hearing will be resumed on May 26 with the applicant’s revised plans and the expanded compatibility analysis provided to commissioners in advance.
