The Planning Commission voted to approve a site plan for a Goodwill Industries location near Speedway and Highway 76 after hearing traffic and safety concerns from nearby residents.
Staff described the plan, including a dedicated driveway that will line up with a future signalized intersection at Raymond H and a proposed shared-access drive that would connect to an adjacent Farmers Bank parcel. Staff said cross-access easements will be recorded before the final plat is filed.
The approval came over objections from a resident who said the new driveway and the nearby light could concentrate vehicles near two doctors' offices and a children's clinic. The resident said, 'I can see where that can be a clot of traffic trying to get out,' and asked whether the commission or developer had plans to prevent queuing that could block access for clinic patients.
City staff responded that the planned traffic signal at Raymond H should 'delay some traffic so it may give some opening for people to get out,' and noted additional access and longer-term development of neighboring parcels could relieve pressure. Developer representative Mr Prince said he had discussed cross-access arrangements with adjacent landowners and that shared access details will be included in the final plat.
Staff also noted signage could change under a shared development arrangement; the transcript shows staff saying a shared sign could be increased by about 25 percent, but that no final sign approval had been granted.
Commissioners voted to approve the site plan after the discussion; the motion passed with members indicating 'all in favor.' Staff said the signal and some access changes are expected to occur in the coming months and that the Goodwill location would not open to the public until associated public infrastructure and plat requirements are satisfied.
Next steps: staff will finalize cross-access easements and plats; the signal work is expected before the project's public opening.
