At Monday's Baltimore Village council meeting, members approved several items by recorded vote.
• Cyber-security ordinance adopted (Ordinance 2026-13): Council suspended the three-reading rule and adopted a cyber-security program declared an emergency so the policy can take effect before its June 30 implementation deadline. Roll-call votes recorded: motion to suspend readings passed by the required supermajority, and the ordinance was adopted thereafter.
• Pre-annexation agreement approved (Cherry Lane North LLC): Council untabled and adopted an emergency ordinance approving a pre-annexation agreement so the village will control planned annexation and related infrastructure and revenue, the measure passed on roll call.
• Safe Build contract and building-department actions: Council voted to terminate the Safe Build contract (implementation subject to existing contract notice) and directed staff to draft legislation to descertify the village building department; both votes passed by council roll call.
Votes were recorded aloud during the meeting and were taken by roll call. Staff will prepare required ordinance language, give notice as required for contract termination and bring the draft descertification ordinance back to council for the three-readings process.
