Board approves state staff-bonus resolution but officials warn of local-match constraints

The York County School Board voted April 27 to approve resolution 26-23, authorizing the superintendent to accept and expend additional state appropriation to provide staff bonuses linked to a state program. The board's vote was unanimous.

Chief Financial Officer Bill Bowen told the board the program differs from prior one-time bonus distributions because it requires a local match tied to the locality's composite index and must be certified by the superintendent by May 1. Bowen said state funds would be distributed June 1, but bonuses must be paid within a single fiscal year.

Bowen estimated the state share available to the division at about $1.4 million and calculated a required local match of roughly $770,000; he said paying a $1,500 bonus to about 1,900 employees would cost roughly $2.8 million, leaving a gap the division does not have in its FY26 budget. Bowen said the division is exploring an "equivalent-action" path the state allows and may time a fuller payout in FY27 if the state budget and local resources permit.

Board members pressed staff on whether reserves or reallocation could cover the match; staff replied that the county holds reserve funds and that the division is early in a budget-review process and will continue to analyze options. Bowen said staff aim to provide the $1,500 where feasible but cautioned the board a final commitment depends on the state budget and available local match funds.

The board approved resolution 26-23 by voice vote after the presentation and discussion.
