The City Commission on April 23 temporarily deferred final action on an ordinance that would clarify the city’s definition of a hobby breeder and prohibit breeding on premises for the purposes of retail sale (ordinance 2026‑005).
Staff described the second‑reading amendment as clarifying that hobby breeders are not pet stores and removing an exemption that previously allowed breeding for retail sale. At the public hearing, Brandon Johnson, regional Southeast lead for the American Kennel Club, said the AKC supports animal welfare but urged clearer language to avoid unintentionally excluding preservation or sport breeders and to allow veterinary discretion for breed‑specific differences in litters per year.
"Hobby breeders in AKC perspective have a very niche and nuanced complexion," Johnson said, urging the city to align any local language with forthcoming state law and to ensure veterinary care is considered in restrictions. Commissioner Rydell asked Johnson to submit suggested ordinance language to the city attorney prior to the next meeting; Johnson agreed he could provide proposed edits.
Commissioner Rydell moved to table the ordinance to the next meeting to allow staff and the AKC to review and potentially refine the language. The motion was seconded and approved unanimously, with the city clerk recording the roll call.
Next steps: the AKC will provide suggested revisions to the city attorney, who will review proposed language with staff before the ordinance returns for final consideration.
