Goodyear council removes one‑year review, keeps McDonald’s hours at 5 a.m.–midnight

Ann Dolmage, principal planner, presented a stipulation review for stipulation No. 13 attached to a use permit for the McDonald’s at the PV10 commercial center (Indian School Road and Sarival Avenue). Dolmage said McDonald’s received its certificate of occupancy in May 2025 and that staff had found no code‑compliance cases specifically tied to the restaurant’s hours.

The stipulation under review had limited hours to 5:00 a.m. to midnight and required a Council review one year after operations began. Staff recommended removing the automatic one‑year review while keeping the hours restriction in place.

Council questioned whether the operator had requested 24‑hour operation (staff said no), and whether adjacent businesses already operated 24 hours (staff identified nearby businesses that did). Council also asked about noise and odor complaints; staff said recent enforcement actions in the area were limited to weed abatement and one odor inquiry that was not substantiated on inspection.

With the applicant (owner Darian Mellon) present but not speaking, the Council moved and seconded the amendment to strike the one‑year review while maintaining the 5 a.m.–midnight hours; the motion passed unanimously.
