The Bloomington Redevelopment Commission on April 20 debated opening College Square property for public offers and a proposed land swap that could preserve Seminary Point affordable housing.
Secretary John West told commissioners that the commission's role is not as a developer and expressed skepticism that the commission should take on additional development responsibility. Attorney Jim Whitlatch, representing the Monroe County Capital Improvement Board, said the commission should consider a broader cost-benefit analysis that weighs public-value returns in addition to cash value.
Commissioner Sus Gambalori said a 30-day extension would be insufficient without more information, and the commission ultimately voted unanimously to proceed with a public offering of the College Square property.
The decision does not in itself finalize any development or land-swap agreement; commissioners discussed timing and information needs and left open the possibility of future negotiations or proposals. The next Bloomington RDC meeting was scheduled for May 20.
