The council voted to approve Resolution 137, transmitting the Howard County Public School System's capital budget request (FY2019–2024) to the state Interagency Committee on School Construction.
Lawmaker (S3) raised a formal objection to a 150‑seat addition listed for Clarksville Elementary in the capital improvement program, noting the council’s APFO charts show that the school would remain at roughly 60 percent capacity and asked whether the allocation could be struck or reprogrammed for areas with greater need. Staff (S10) responded that the council does not have statutory authority to remove items from the school board’s submission and that the council’s role is to approve the county’s submission to the state for potential funding. “The council does not have the authority under state law to do that,” Staff member (S10) told the chamber.
Several members asked staff to note their objections on the record and to follow up with the Board of Education before final decisions are made. The resolution passed with recorded votes and with some members explicitly noting their reservations while supporting the overall submission to keep the county eligible for state funding.
The council also discussed timing for the public hearing and the regular monthly meeting schedule before moving to other agenda items. The adopted resolution sends the school system’s requests to the state; any substantive changes to the capital program will be the Board of Education’s responsibility.
