The Richland County Board of Commissioners on May 12 finalized a county contribution to the Community Improvement Corporation via the county land bank to support Wayfinders Ohio’s renovation of a West 3rd Street property.
Miles, the executive director for Wayfinders Ohio, told the board the project’s original budget of about $2.3 million has grown to nearly $2.8 million because of unexpected issues including asbestos abatement. He said Wayfinders secured a $197,000 non‑brownfield grant with the land bank’s help and that Scout Construction is the general contractor. Miles said the contractor expects substantial completion by Oct. 25 and final compliance by Nov. 25.
Commissioners said the vote formalized an earlier decision to appropriate funds to the land bank and that funds will be routed under Ohio Revised Code 307.78 to the Community Improvement Corporation. The board made and seconded a motion to accept the invoice and finalize the contribution; roll call indicated affirmative responses from the commissioners present.
The board also moved through several routine procurement and project items. They approved the minutes for May 7 and approved requisitions. A $1,823 quote from Century Security Fasteners for jail lock parts was approved after a motion and voice vote. County staff presented a procurement schedule for a generator replacement at Dayspring: legal notices were set to run May 15 and May 22, with bid opening to follow and award scheduled for June 23; construction is slated to begin after July 7 and finish by Dec. 31. The board authorized advertising for that project.
County IT staff presented a proposal to upgrade audio and video equipment in the Longview Building conference room, recommending permanent screens, microphones and local integration. Staff reported two cost estimates: a local integrator quote that included labor of $6,490.99 and an Amazon-based option at $6,438.16; the combined procurement the board reviewed totaled $12,929.15. Commissioners voted to approve the upgrade funding and asked staff to follow up on vendor schedule; IT staff estimated installation could take about a month once equipment is ordered.
