Winnebago County approves 28E agreement with Central Iowa Juvenile Detention Center

During the meeting, the board considered and voted to approve a 28E agreement with the Central Iowa Juvenile Detention Center that governs member-county access and related terms. Chair introduced the agreement and noted it included small tweaks for member counties regarding in-and-out rules. After a brief exchange about signature pages and copies, a motion to approve the 28E agreement was made and seconded and the board voted in favor by voice.

Chair commented on utilization and cost: "We're paying for the place, and then we're not using it," reflecting that membership carries a discounted member rate but also recurring costs when local juveniles are not currently placed in the facility. Members noted there are outstanding balances from a former member county but did not change course on approval.

Separately, the board approved the auditor's transfers following a motion and second; a voice "Aye" was recorded. At the start of the meeting the board also approved the minutes and agenda by voice vote.

The board offered no public comments during open forum and then adjourned.
