Multiple residents used the public‑comment period on May 12 to allege police misconduct and to say they have sought federal review.
Scott Soller, a West Sedona resident, urged the council to view dashcam footage and said officers “violently yanked Bridal Montgomery out of the car and slammed her head to the pavement.” He said the hospital record that officers cited as showing a concussion has not been produced to the public.
Rachel Collins, who said she has been a Sedona resident for 20 years, told council that residents have filed notices of claim and complaints and that they have contacted the FBI and the Department of Justice to request investigations. “We called the FBI,” Collins said and added that she had documents from Kash Patel listing people they say falsely claimed criminal conduct by residents.
Other commenters said they believe police conduct has been used to justify larger police budgets and that community members are afraid to come forward because of retaliation. Council members did not take formal action on those allegations during the meeting; staff and council did not announce any immediate investigatory follow‑up on the record at the session.
The councilized meeting transcript records the allegations as public comment. The statements are claims by residents and have not been adjudicated in this meeting. The council’s recorded actions during the session were limited to votes on consent items and authorization of parking contracts; the executive‑session report earlier in the agenda recorded a separate vote on Resolution 2026‑07 and a motion not to appeal a court determination tied to Initiative 2026‑01, but that action was unrelated to the public‑comment policing allegations.
Because the allegations concern individual conduct and pending investigations, the claims in this report are presented as the speakers stated them; the council did not make findings at this meeting and no new charges or dismissals were announced on the record.
