Panel moves to block changes after debate over highway/road agent roles

Representative Bob Wary presented House Bill 1213 to clarify options for highway and road agents — including election vs. appointment, term lengths, and the legal status of an "expert agent" who would serve at the pleasure of a selectboard. Proponents said the current statutory framework is unclear, causes litigation and prevents some towns from adopting an expert‑agent model.

Testimony cited variety in town practice and argued that clarifying the law would let municipalities choose models that match local needs. Opponents and some committee members said the existing system already provides local flexibility and that the bill would not materially improve road outcomes; one senator moved the bill ITL (inexpedient to legislate). The committee adopted ITL on a voice vote, and the bill will not move forward in its present form.
