The Amelia County Board of Supervisors approved a supplemental appropriation of $261,760 for the county's CSA program after staff described growing service needs and high provider costs.
An interim CSA coordinator told the board that with the request the county's gross CSA expenditures for the fiscal year are projected at $926,760; the state reimbursement estimate is about $570,000, leaving a projected local share of roughly $356,345. The coordinator described service-cost drivers, including private-day placements that average about $90,000 per student and foster care averages near $70,000 per student, and warned the state expects rate increases that will push local costs higher in coming years.
Board members discussed the options to expand prevention services to reduce future outlays and to keep youth in public schools where possible. After discussion a supervisor moved to approve the appropriation and the board carried the motion.
What to watch: CSA is a mandated program with volatile costs tied to placement decisions and provider rates; county staff signaled they will seek prevention strategies and additional funding planning to manage future increases.
