ACLU urges independent oversight after report alleging harmful conditions in Orange County jails

The board heard from Daisy Ramirez of the American Civil Liberties Union of Southern California, who summarized an ACLU report alleging serious deficiencies in Orange County jails and urged the supervisors to create an independent civilian oversight body.

"Danny is the fifth person to die under the responsibility and supervision of the Orange County Sheriff's Department so far this year," Ramirez said, referencing a July 3 in‑custody death that prompted family outreach and the ACLU’s increased jail visits. She listed complaints the report documented: alleged excessive use of force, deputy‑instigated violence, failures to protect incarcerated people, arbitrary discipline, a broken grievance system and restricted access to medical care.

Ramirez said the ACLU has received more requests for jail visits and complaints consistent with the report’s findings and that a petition calling for Sheriff Sandra Hutchins’ resignation had gathered hundreds of signatures including family members of the recently deceased.

She asked the board to create independent civilian oversight to investigate allegations of abuse, improve transparency and restore public confidence. The board received the comment during public comment and did not take formal action during the meeting; supervisors acknowledged the ACLU’s letter and said they would consider next steps and community concerns.
