The planning commission voted May 11 to send a positive recommendation to the common council for a zoning map amendment affecting Eastland Crossing Section 2, a residential subdivision along North State Road 827.
Staff presented project 2026PC05001, submitted by applicant Leroy Sterry of Sterry Builders, and said the request would shift internal zoning district boundaries to align with a recently amended primary plat. Staff told commissioners the parcel is not in a flood plain, that permitted uses in the affected districts remain unchanged, and that a legal notice ran in the Herald Republican on May 1. Staff also said 34 property owners within 300 feet were mailed notices on April 30, 2026.
The staff recommendation to send a positive recommendation to the common council was based on consistency with the City of Angola comprehensive plan’s future land use designation of medium-density residential and the need to align zoning with the reconfigured lot lines. Staff cited the Title 18 unified development ordinance and provisions of the Indiana Code (zoning provisions cited in the hearing as the 36-7-4-600 series) as the statutory framework the commission should consider.
The chair called for public input as part of the required public hearing; seeing none, the commission closed the public hearing. A commissioner moved to send a positive recommendation to the common council “as presented,” the motion was seconded, and the body approved the recommendation by voice vote. Commissioners and staff emphasized that the plan commission’s action is a recommendation to the common council and does not itself rezone or dedicate land.
Next steps: the common council will receive the plan commission’s recommendation and consider the zoning map amendment at a future council meeting. The commission did not provide a numeric roll-call tally on the record; the motion passed by voice vote.
