The Franklin Municipal Planning Commission voted to recommend approval of a rezoning ordinance and to approve a revised development plan for the Kleta Park planned development on April 23, 2026.
Staff explained the primary change removes a 0.55-acre parcel from the Kleta Park PD and rezones it to R1 so an adjacent property can consolidate and build under R1 standards; staff said the change does not alter unit counts and that both formal and informal open space will continue to exceed city requirements.
Matt Huff of Kimley-Horn, representing the applicant, described the revision as a boundary correction driven by the alignment of Copley Road; he said the revisions do not materially change density or uses and expressed appreciation for staff review. Commissioners moved and recommended approval to the Board of Mayor and Aldermen; the commission recorded the vote in favor of the ordinance and the revised plan.
Staff noted any future site-plan submittals will be reviewed for compliance with conditions and said the commission’s recommendation will be forwarded to the Board of Mayor and Aldermen for final action.
