On April 23, 2026, the Franklin Municipal Planning Commission voted to concur with an amended Condition 30 for the Harland PUD (Resolution 2025-26 as amended) requiring the applicant to secure necessary right-of-way and complete specified off-site improvements—including Coleman Road and intersection upgrades—prior to opening or issuance of certain building permits.
Staff explained the applicant revised northern access routing to avoid a tree tunnel and extended Macatcher Parkway connectivity and that the amended language makes right-of-way acquisition and acceptance by the City of Franklin and TDOT a requirement prior to opening specified phases of the development. Jimmy Wiseman from city engineering attended to answer technical questions about off-site improvements.
Adam Balish (Boil Investment Company) said the applicant supports the staff recommendation and that the revised northern access and earlier intersection work advances the city’s infrastructure-first approach. The commission voted to approve the amended resolution and will forward its recommendation to the Board of Mayor and Aldermen where appropriate.
