During the April 23 finance committee meeting, board members repeatedly asked staff to clarify transfers that reallocated budget lines, and specifically sought invoice‑level detail for the district's opioid settlement streams.
Mr. David Beh Hill, executive director of budget and strategic planning, said staff had moved some budgeted amounts from supplies to contract services, professional development and furniture/fixtures to reflect the proper cost accounts before fiscal‑year close. He told members the opioid settlement allocations appear identically in both the Bernalillo County and City funding streams because APS is treating them as 50/50 components.
Committee members cited specific line items and asked for clearer descriptions. One member asked about "other" totals and a $19,132 line in fund 24101 (Title I) and requested an at‑a‑glance account breakdown. On the opioid settlement funds (fund 29107) members noted supplies and materials of $240,000, equipment of $517,000, an increase of $200,000 to contract services, and furniture/fixtures and equipment listed at $258,000 in the packet; counseling services of roughly $20,000 were also discussed.
"When I see something over like 20, 30,000, I want to know really exactly what we're spending the money on," said Board Member Rebecca Bettson. Staff replied they can provide invoice‑level detail and accounts payable documentation on request but not in‑meeting, and said they will supply the board office with more specific breakdowns.
Staff and members agreed that, while the finance packet aggregates transfers into account codes for the committee, the board office and accounts payable can produce more granular documentation when members identify specific transactions.
The committee recommended the package of transfers and related items be forwarded to the board consent agenda.
