Lawmakers hear update on $63M Medicaid data warehouse moving to operations

The Agency of Digital Services and the Department of Vermont Health Access are completing a $63 million Medicaid data warehouse and analytics project designed to pull claims and clinical data into a central repository to give policymakers a consolidated view of Medicaid spending and enrollment.

"It is a big data warehouse project... the intent of it is to be able to give a 360‑degree view of costs associated with Medicaid recipients," Stacey Gitsis Granfield said. She described the system as ingesting claims and clinical feeds from multiple systems and attaching reporting and analytics tools to help the department pull expenditure and enrollment reports.

Granfield told lawmakers the project was "extremely successful" in delivery, that the vendor partner had done strong work and that the effort is moving into operations and transitioning responsibility to operations teams. She said she did not know an exact cutover date and that she was not aware of federal Medicaid rule changes forcing a change in the schedule.

The committee sought clarification about whether the data‑warehouse timeline or federal rule changes affected the state’s receipt of federal Medicaid match; Granfield said the project described to the committee is in service to HHS leadership and vendor selection for related pieces is underway when applicable.

The committee did not take formal action; ADS said the data warehouse will be removed from the PMO dashboard once operations own the system and PMO engagement ends.
