City Clerk Luli Lopez told Mayor MacArthur, the city council and members of the public that the mayor is recommending the appointment of Yukio Okano and Cindy Seura as at-large members of the Oxnard City Mobile Home Park Rent Review Board. “The recommendation is that the mayor with the approval of the city council appoint Yukio Okano and Cindy Seura as atlarge members to the mobile home park rent review board,” Lopez said.
Lopez said the item did not originate in committee and summarized the board’s duties, saying the board is charged with “collecting evidence and information, initiating investigations, scheduling and conducting hearings or appeals, and issuing written findings and decisions to protect the mobile home owners in the city from excessive rents and to protect their investment in their homes while at the same time providing for a fair return for mobile home park owners.”
She described the board’s composition and eligibility rules: the board is made up of five at-large members who are not connected with the real estate or rental housing industry for personal financial gain and who are not residents of, nor have any financial interest in, any mobile home or mobile home park. Lopez said the mayor’s nominees have passed the city’s formal background check procedures.
