CIB authorizes $2,400 appropriation and president’s authority to accept low tempered-glass bid for Indiana Theatre façade

The Vigo County Capital Improvement Board approved an administrative appropriation of approximately $2,400 to repair broken windows and doors on the Indiana Theatre so a vinyl-window activation for an America250 tourism campaign can be installed.

Karen Dyer explained the project and said the installation will run through December with QR codes driving visitors to the tourism website. She presented two contractor quotes and recommended taking the lower bid after confirming product parity. Board members raised product-quality questions and urged staff to obtain tempered-glass quotes from both bidders because tempered glass offers greater strength and longevity than laminated glass.

To avoid delaying the activation, the board approved a motion authorizing the CIB president to choose the lower of the two tempered-glass quotes once both are submitted and confirmed tax-exempt purchasing status. The motion was made, seconded and approved by voice vote.

The appropriation will be administratively charged to available theatre expenses; staff will backfill the theater utility line at year end. Staff said they will inform bidders of tax-exempt status and return with final tempered-glass quotes before the president executes the low-bid authorization.
