Porter County planning staff raised enforcement issues around the use of shipping containers on private property and asked the commission to consider possible updates to the Unified Development Ordinance (UDO).
Staff noted complaints about rusted or long-term containers placed where they create visual or safety concerns and observed that current code treats containers ambiguously: they are not currently defined as structures but are being used like one. Commissioners and staff discussed options such as defining design standards (ventilation, roof pitch, foundation), size limits, siding or windows to make containers meet structure-like standards, or creating a special-use pathway for agricultural and farm uses while restricting residential placement.
Commissioners emphasized the need to avoid unintentionally penalizing farmers who use containers for feed or equipment while addressing the problems that arise when containers appear in subdivisions or in ways that harm neighbors. Staff said the topic requires further work and outreach; the commission signaled interest in continuing discussion with possible code amendments or guidance.
