The Daly City Council on May 11 took several routine but consequential actions: it readopted the local fee supporting the National Pollutant Discharge Elimination System (NPDES) stormwater program, approved annual Linda Vista drainage‑area benefit assessments and adopted an ordinance governing hours of construction in the city.
NPDES stormwater fee: Public Works staff presented an update on the city’s local stormwater program and estimated annual activity costs for fiscal year 2026–27 at approximately $557,000, with current fee revenues projected to generate about $470,000. Staff recommended readopting the existing fee structure enacted under Ordinance No. 1219 (1995) and authorized the county assessor to collect the charges on behalf of the city. No public comment was received. Vice Mayor Teresa Peranio moved to accept the fee recommendation; Council member Manalo seconded the motion. A roll‑call vote recorded unanimous ayes (DiGiovanni, Peranio, Manalo, Sylvester) and the council readopted the fees.
Linda Vista benefit assessments: Public Works staff presented the annual engineer’s report for the Linda Vista Area Benefit Assessment District, reporting proposed per‑lot assessments unchanged from the prior year: Linda Vista drainage basin at $151.13 per lot and Bay Ridge detention basin at $100.46 per lot; the proposed assessments were estimated to generate $44,380.30. With no public comment, Council member Manalo moved to approve and Council member DiGiovanni seconded; a roll call produced unanimous ayes and the assessments were approved for collection through the county tax roll.
Construction‑hours ordinance (Ordinance No. 1491): The council completed a second reading and adopted an ordinance adding Chapter 15.09 to the municipal code regarding hours of construction. The matter was moved and seconded by Council members Manalo and DiGiovanni; the roll call vote was unanimous in favor.
Appointments: The council also confirmed a nomination to the Recreation Commission. Council member DiGiovanni nominated Genero (Jean) Riamondo; the nomination was seconded and approved by roll call.
What’s next: Staff indicated the stormwater program may require a fee increase in the near future to support expanded green‑infrastructure and inspection activities. The council did not take immediate action to raise rates at this meeting.
