City staff presented several zoning and annexation items at the Tuscaloosa pre-council.
Zack described a rezoning request from Beautiful Homes LLC for two lots (0.5 acres total) at 2803 and 2805 Herman Avenue. "They're requesting to rezone from SFR3 to SFR4 to be able to reconstruct two houses that were previously demolished in 2020," Zack said, noting the property is currently vacant and that the planning body "was unanimously recommended for approval" at the March 26 meeting.
Zack also described a 0.4-acre parcel at 4730 Harkey Lane proposed to be annexed into city limits and pre-zoned to General Commercial (GC) so that the zoning will be in place when annexation is completed. During council questions, staff explained that state law (referenced as changes around 2014–2015) permits pre-zoning ahead of annexation. The applicant intends a veterinary clinic at the Harkey Lane site; staff said the proposal does not include overnight outdoor kennels.
Finally, Zack presented an annexation request for Grady Allen Holman for 0.7 acres at 12053 Grandview Drive adjacent to Lake Tuscaloosa, which staff said was recommended unanimously for approval and would be annexed "for city schools."
