Separately, council debated whether modern IT and cybersecurity controls should be codified by ordinance or managed through a staff policy/SOP. One councilor said an ordinance provides longer-term durability; others favored a shorter, readable policy supplemented by mandated annual review and staff-level SOPs. Council and staff agreed to bring a third-party baseline security assessment and a written policy in place by Q4, timed to precede the city’s OpenGov implementation, and to use executive session for security-sensitive discussion if necessary.
Council asked staff to provide written proposals and timelines; no formal votes were taken on either item during the meeting.
