Council heard an infrastructure update: the Bellewood Tap project was bid and the low responsive bid came from Wiregrass Construction at $654,958; Lewis Incorporated submitted a competitive second bid at about $732,000. Staff said the TAP grant used on the project is an 80/20 ALDOT grant, so lower bids reduce the city’s 20% match obligation. Staff will prepare a bid recommendation and present it to the mayor and council for formal award pending bid review.
Separately, the wastewater treatment plant (WWTP) SRF-funded upgrades are roughly 75–80% complete, and consultants have submitted reimbursement requests to the state. Staff said most eligible costs will be reimbursed (near 100%), though a small portion of out-of-scope work may require local funding. The engineering department also reported the FY26 resurfacing design is nearing completion and that a resurfacing bid package will be advertised when plans and the street list are finalized.
Council authorized soliciting bids for resurfacing work and for demolition/clearance of remaining nuisance properties; staff will return with bid results and a recommended contract award for council approval.
