Board reviews first readings of multiple policy updates and approves consent agenda and gifts

At the April 21 meeting the Osseo Public School District board heard first readings and procedure briefings on multiple policy updates, approved routine business including the consent agenda and gifts, and recessed into a closed session on labor negotiations.

General Counsel Amy Moore presented nine policy updates being posted for public comment ahead of a future vote: student dress and appearance (Policy 504), student discipline (506), bullying and hazing prohibition (514), interviews of students by outside agencies including law enforcement (519), student surveys and opt-out mechanics (520), use of peace officers and crisis teams (532), chemical use and abuse procedures (541), restrictive procedures as behavioral interventions (543), and a proposed repeal of Policy 555 (student recognition plan). Moore said the changes emphasize clarity, consistent enforcement, documentation of incidents, student supports and accessible opt-out procedures for surveys.

Board members asked clarifying questions about how the opt-out for student surveys will be communicated; Moore said the student information system and email notices will be used and that communications would include the purpose of surveys. Directors also asked for clarification of language in the chemical-use policy to cover "look-alike" or designer substances; counsel confirmed the procedure language was intended to include look-alike items while excluding routine over-the-counter medications.

On consent business, the board approved the consent agenda (minutes, financial reports, extended trips, grants, personnel items, bid awards and SRO agreements) by unanimous voice vote. The board then approved gifts to the district as presented; the packet read the gifts total as $119,560.48 and the motion passed 6-0.

At the close of the public portion the board recessed the regular meeting and reconvened in the forum room for a closed session under Minnesota Statute 13D.03 to discuss labor negotiation strategies pertaining to all employee units; the recess motion passed 6-0 and the meeting was recessed at 7:20 p.m.

All policy changes presented were first readings; votes on the policies will occur at a future board meeting after the posting period and any public comment.
