Lowe cited Palatka City Code §30‑32A‑11 (prohibited conditions/public nuisance) and recommended repair or removal as remedies.

Owner Tina Roberts told the magistrate she planned to repair the fence and requested a 30‑day timeline due to recent surgery; Lowe said 30 days would be sufficient. Brown found due process satisfied and entered an order requiring compliance by May 21, 2026; a $25 per day fine would begin May 22 if the work is not completed.
