Votes at a glance: committee approves drainage extension, a revised ARPA cost share and declines action on one contract

Several shorter items were decided by the Development Committee during the meeting.

Huddleston McBride contract extension (approved): The committee approved a fourth and final FY2026 contract extension with Huddleston McBride Drainage Services to assist county drainage work and emergency flooding response. Staff said the extension is funded through ARPA. The roll call recorded one abstention by Chair Williams.

Revised cost share — Kelly Marnie, Hampshire Township (approved): Staff said two previous cost‑share approvals (2024‑006 and 2024‑007) totaled $260,000. After bids opened, the lowest responsible bidder came in at $290,000; the committee approved a $30,000 increase to the cost share so the county portion covers the low bid and staff will forward a revised intergovernmental agreement to the ARPA Committee.

MGT Impact Solutions contract amendment (failed for lack of second): The chair moved to amend a contract with MGT Impact Solutions LLC to provide a temporary project manager but, citing advice from the State's Attorney, asked that members not second the motion so the committee could not act. No second was offered and the motion failed; staff said a revised resolution will return next month after further legal review.

Votes and next steps: staff will finalize the Huddleston McBride extension documentation; the revised Kelly Marnie cost share will proceed to the ARPA Committee with a revised intergovernmental agreement; the MGT contract will be reintroduced next month with a revised resolution.
