The Southern Region Advisory Council voted to approve the division’s bull-elk permit recommendations for the 2026 season, endorsing proposals that include a substantial increase of permits on the Nebo unit.
Staff presentation: Mike Wortel (big-game program coordinator) and other division biologists described population objectives, unit surveys and rationale for proposed permit changes. They noted that some units have ranges for population objectives and that drought and habitat conditions are considered when setting antlerless and bull permits.
Nebo controversy: John Bear and other commenters questioned the nearly 40% increase proposed for the Nebo unit and recommended a more gradual increase. RAC member Brian cast the lone dissenting vote, saying a 40% jump was too large and advocates should consider 20% steps.
Vote and rationale: The motion to approve the package carried 8–1; supporters cited population surveys that showed abundant bulls and room for additional opportunity, while opponents cautioned that abrupt increases risk reducing age structure and hunter satisfaction.
What comes next: The RAC’s recommendation will be forwarded to the Wildlife Board. Division staff said they will monitor elk populations through surveys and could propose adjustments if conditions change.
