House approves redirecting stadium tax revenue to Finley Stadium improvements

Representative Vital introduced House Bill 397 on behalf of Finley Stadium in Chattanooga, describing it as a mechanism to redirect a portion of tax revenue generated by the stadium “back to the stadium” to support capital maintenance and improvements. The House adopted the committee amendment that rewrote the bill and, after a short period of floor questions about board makeup and regional representation, voted to pass HB 397 on third and final consideration.

Representative Freeman asked whether the stadium board includes members from outside the Chattanooga area and suggested consideration of a more regional board makeup; Representative Vital said the board is composed of long‑involved Chattanooga individuals and took the request as a note.

The House passed the amended bill by a constitutional majority on third reading and recorded the passage with objection.
