At the April 21 meeting a board member criticized the timing of large contracts being provided to board members, citing a 92‑page Tyler Technologies contract that they said arrived too close to the meeting for careful review.
"Receiving something this large and lengthy ... That's hard to go over in a course of 3 days, four days," the board member said, urging the board to revise its calendar so members and staff have more time to analyze long contracts. The speaker said the board often receives materials on Thursday evening for a Tuesday meeting and sometimes staff needed during weekdays may not be available to answer questions.
District staff responded that meeting materials were published more than the 24 hours required under the open‑meeting law and that administrators are available to answer questions.
The exchange did not result in a formal change to the agenda‑distribution policy; a board member said they want to revisit how far in advance lengthy contracts are distributed so trustees have time to request additional information or legal review before a public vote.
Next steps: the concern was noted on the record; trustees indicated a desire to examine agenda timing and document distribution practices at a future meeting.
