Hubbard County approves $177,235 program-management contract for Reuse Center project

Hubbard County commissioners approved a $177,235 contract with ICS Consulting (Park Rapids) for program-management services tied to planned additions and renovations at the Hubbard County Reuse Center and a new fabric storage building.

Solid waste staff said the projects are budgeted for 2026 with $758,000 in grant funding from the Minnesota Pollution Control Agency (MPCA) and preliminary construction estimates totaling about $1.1 million (reuse center ~$850,000; fabric building ~$250,000). Stantec (landfill engineering consultant) was solicited but did not submit a quote; ICS was the single bidder. Staff recommended awarding the program-management work to ICS to begin engineering, permitting and bid preparation so the county can meet grant timelines.

The board approved the low quote by voice vote. Staff outlined a timeline: engineering and permitting through June, bidding in July, and construction targeting August through December with a goal to meet a June 30, 2027 grant deadline for eligible work.

Why it matters: The contract starts county work on reuse-center renovations and a storage building funded in part by an MPCA grant. Program management is intended to keep design, permitting and bidding on schedule to satisfy grant requirements.
