The owners said the concept has proven in other locations and would increase foot traffic, create jobs and activate the parkland edge while preserving Community Square as parkland. Staff noted a certified survey map already approved would allow splitting the parcel so the building parcel could be sold while community square remains parkland; any sale would require zoning adjustment (from planned development back to a suitable mixed commercial zoning) and a development agreement.
Trustees asked about hours, parking and alcohol service; staff noted a development agreement and site plan review would follow. With no other public business to conclude on the sale, the board voted to recess into closed session under Wisconsin statutes to deliberate negotiation strategy for the potential property sale.
