Tempe details permit pathway, site list and limits for food-distribution activities in parks

City of Tempe staff described a new park-based organized-distribution permit intended to provide a predictable, site-specific pathway for food-distribution activities that currently occur informally in parks. Craig Heaton said the city identified roughly 30 candidate parks (of 52 total) for permitted food distribution to ensure geographic coverage and to allow operational review of parking, sanitation, school proximity and frequency.

Heaton said the draft would limit permitted distributions to no more than two events per month within a park within a one-mile radius of other parks and that site-specific conditions (restrooms, hand-washing, trash management) would be required to protect public health and neighborhood impacts. He emphasized that organized distribution would be allowed through permit, not banned outright: "This is an activity that has been continues to occur in parks, and it's certainly allowed within parks. We just want to make sure that we can create a defined permit pathway with clear rules," Heaton said.

In response to resident questions, staff said frequent off-site activities affecting parks would be addressed through park codes of conduct and outreach to private property owners where appropriate. Staff offered to follow up offline on specific parking impacts, and said early communication from organizers would reduce the likelihood of conflicts and enforcement actions.
