Staff explained that a sidewalk request first checks right‑of‑way availability (typically at least 6 feet). If right‑of‑way exists, the city requires 90% support from property owners on the affected block before proceeding. After installation, maintenance responsibility lies with the property owner and tenant; staff noted that residents who object to maintenance obligations commonly raise concerns.

Commissioners and staff discussed funding programs that can defray local costs. Staff said Transportation Alternatives Program (TAP) grants are competitive but can fund up to 100% of a project if secured.
