The Kennedale Economic Development Corporation on May 11 approved a $50,000 contract with Pavlik and Associates to produce a strategic action plan and a focused market analysis for the city.
City manager (speaking for staff) told the board that Pavlik’s package is ‘‘put a value of $50,000 to put that package together,’’ and that the EDC and city council would be involved in review and community outreach. Pavlik representatives described a phased workplan with deliverables at the end of each phase and an emphasis on stakeholder interviews and a SWOT analysis.
A Pavlik representative said the firm expects the planning and market-analysis work to take about 12 to 16 weeks for the core deliverable and then roll into implementation tools and an evaluation framework. The package includes an implementation matrix that assigns responsibilities and suggested key performance indicators, the consultant said.
Board members asked about schedule, public engagement and how the market analysis would be tailored to Kennedale rather than a national template. Pavlik representatives said they would use regionally targeted data and local interviews to identify likely grocery, retail and service prospects for Kennedale.
Committee member David moved to approve the contract; the motion was seconded and approved unanimously on voice vote. The EDC asked staff to schedule the consultant kickoff and keep the council included in major milestones.
The vote completes the EDC’s authorization to proceed with the scope described in the consultant packet; the board did not attach additional conditions during the vote but asked for regular updates and deliverables to be shared at the end of each phase.
