Plats: The committee recommended that the governing body approve final plats for Bison Apartment (creating individual building lots for an eight‑building apartment development with a common open space maintenance structure), O'Neal Edge (five residential lots), and Dry Creek Vista (final platting that resolves vacated right‑of‑way issues). Staff noted standard conditions, including the need to add a water/sewer easement to the O'Neal Edge final plat and to provide documentation of ownership for the vacated Frank Court easement prior to final signature.
Downtown district: The committee recommended approval on third and final reading of an ordinance to expand the downtown development district; staff reported there were no changes since the previous meeting.
Future land use / zoning: For land south of I‑80 and east of Southwest Drive, the committee voted to overrule a planning‑commission procedural failure and to amend the city’s future land‑use map from mixed‑use residential to mixed‑use employment. Planning staff said the change would allow light‑industrial / business‑park uses (including BP zoning) to be extended across the BNSF railroad track into areas currently designated for future residential uses; supporters argued existing LI zoning on adjacent parcels and nearby industrial development make the change sensible, while opponents warned it forecloses long‑term residential conversion.
Annexation status: The contested 1,259.91‑acre Cox Ranch annexation was not recommended by the committee after lengthy public comment (see separate article). The committee did approve a narrow technical substitute to correct owner names for record purposes but did not forward the annexation with an endorsement.
What happens next: Approved plats and the downtown‑district ordinance will go to the governing body with committee recommendations; the future‑land‑use amendment and the Cox Ranch annexation will also appear on the governing‑body agenda, the former with committee support and the latter without it.
