Public Works recommends pulling one consent bid, awards tarp order and accepts low overlay bid

At the start of the public-works report, County Engineer Susan Eugenis told commissioners that consent-agenda bid item No. 2 (pipe purchase) would be pulled until next week because the bid description and tab do not match and staff will correct the materials.

Eugenis said the low bidder for the county's annual scrim-reinforced polyethylene membrane (tarp) purchase was Northwest Linings; three bids were received, one was non-responsive and the low bid was reported in the transcript as $98,798.29. She clarified that the contract covers purchase and delivery to the landfill; separate crews handle installation.

Eugenis presented a motion item for an as‑needed contract with Energy Solutions LLC to provide landfill gas monitoring, SCADA advice and Clean Air Agency reporting. She said the contract is for a not-to-exceed $47,000 and runs through Dec. 31, 2028; the amount is higher than prior years because a new requirement adds independent (second-party) verification of sampling and analysis.

For the 2026 overlay project, Eugenis said Lakeside submitted the low bid (about $2.7 million) and Granite was roughly $700,000 higher. She said staff reduced the scope in part because asphalt prices are tied to oil and contracts include a state price-adjustment factor that can require change orders; the project budget includes contingency and staff would bring any very large adjustments to the board.
