Representative Stringham and others brought Amendment 1528H to expand representation on the working group. The amendment added an administrator from a private or publicly funded nursing home appointed by the governor and increased House membership so that three House members (two majority, one minority) participate. Brendan Williams, president of the New Hampshire Healthcare Association, confirmed that the language "private or publicly funded nursing home" covers the state’s nursing home definitions.
Members discussed the complexity of nursing‑home rate methodology and the risks of ad‑hoc rate adjustments without careful federal compliance; HHS cautioned that targeted appropriations tied to specific rate outcomes may create federal compliance and upper‑payment‑limit issues. Given that context, members preferred establishing a working group to examine methodology and membership before making long‑term changes to rate setting.
The membership amendment passed unanimously and the committee recommended SB 663 'ought to pass as amended.' The committee noted continuing work on a related appropriation amendment (withdrawn for further drafting) and expects additional information before final legislative action.
