After an extended workshop-and-meeting discussion, the Weslaco ISD Board on April 20 declined a motion to hire an outside benefits broker/consultant to manage the district's self-funded health plan but approved a motion authorizing administration to issue a district RFP for a third-party administrator (TPA) and a pharmacy benefit manager (PBM).
The benefits committee had previously reviewed several options, including continuing the work underway with an existing consultant and soliciting a third-party broker. During tonight's meeting trustees debated whether to proceed immediately with a single broker or instead run a district-managed RFP process to solicit TPAs and PBMs directly. Speakers at the meeting, including a representative from OneDigital (Sean Cove) and consultant representatives, described claims-driven pressure on costs (cancer, dialysis and chronic-condition claims) and explained that both procurement routes aim to produce competitive options for medical and pharmacy administration.
A motion to proceed with hiring a single consultant/broker failed on a divided vote. Trustees then approved authorizing the superintendent to issue an RFP for a TPA and PBM and asked that the procurement return to the committee and board with the resulting proposals and named service representatives for review. Administration said the RFP would be drafted in coordination with procurement and would request comprehensive bids covering medical claims repricing, pharmacy management, and administrative services.
Provenance: benefits discussion and motions occurred between SEG 2718 and SEG 3350; RFP authorization was decided around SEG 3296'SEG 3350.
Speakers who appeared in the transcript and are quoted or referenced here include trustees who moved the motions and external representatives who answered committee questions: Sean Cove (OneDigital) and unnamed consultant presenters.
