Council approved a $1,000 transfer for the Emergency Management Agency (EMA) from telephone to office supplies to buy community‑outreach materials and recorded a reporting‑only $750 EMA transfer from telephone to professional services for hauling debris. The council then approved two requested additional appropriations for the Vermillion County Drainage Board: $900 for office supplies to prepare certified mailings and $1,400 for postage to notify watershed landowners ahead of potential drain‑vacating votes.
The council also approved appropriating $22,500 in grant funds the EMA received from Duke Energy into budget line 33500 to pay for AED replacements for fire departments and long‑term food and water storage for warming shelters and the emergency operations center.
Staff reported a separate request to cover radio upkeep and replacement of failed high‑band radios; Management told the council two amplifiers remain outstanding before final installation. The meeting record contains inconsistent numeric values for the radio appropriation request. Council moved and approved the radio upkeep appropriation by voice vote during the session.
