District reports rising student feelings of safety and a decline in reported bullying in LCAP update

Chino Valley Unified told the school board that its Local Control and Accountability Plan (LCAP) update shows improvements in parent engagement and school climate measures.

Assistant Superintendent Luke Hackney presented state priorities 3 (parent and family engagement) and 6 (school climate). He said district self-reflection tools and the School Quality Survey show steady increases in positive student responses: the percent of students who agreed or strongly agreed with the statement "I feel safe at school" rose from 73% (year-to-year) to 78% and to 82% for the most recent year reported. Staff also reported a consistent decline in both reported and substantiated bullying and harassment incidents across TK–12.

Hackney attributed improvements to district practices including a strong PBIS (Positive Behavioral Interventions and Supports) framework, staff training for counselors and administrators, and systems for documenting and responding to incidents. The board asked for clarification of drivers behind the decreases and whether trends would hold across the full year; staff said the district will continue to monitor and strengthen practices through a continuous-improvement cycle.

The presentation noted that every school in the district had earned platinum recognition at the state level for the practices reported and that the district met the local indicator for the stated priorities for 2025–26. Board members praised staff and asked that the district continue to report trends and follow through on site-level concerns raised during public comment.
