Sen. Pappas moved adoption of an A2 delete-everything amendment to Senate File 3432 that inserts reforms to the clemency application and review process. Sponsors said the package includes changes requested by the Board of Pardons to streamline preliminary screening, protect victim confidentiality (including confidential written statements accessible to applicants unless a protective order exists), and clarify that certain government-requested exemptions must be heard by the Board of Pardons.
Carly Stark, director (available to answer questions), was identified as an agency contact for technical questions. Chair Latz said part of the request included funding to increase the clemency board’s capacity to process petitions and address a backlog. After discussion the committee adopted the A2 amendment and voted to recommend Senate File 3432 as amended be referred to the Finance Committee.
