Commission aligns event‑center parking with assembly standards, allows overflow on unimproved surfaces

The Dayton Planning Commission on Jan. 8 approved an ordinance amendment to change how parking for event centers is calculated, bringing the standard into alignment with other assembly uses.

Staff explained the prior requirement — one stall per 200 square feet — created inconsistencies with commercial community centers and assembly halls. After clarifying a drafting error in a presentation slide, staff confirmed the intended standard is one parking stall per three patrons, measured against a building’s maximum occupancy load, and not by square footage alone.

Under the amendment, required improved surface parking is set by occupancy calculations. When an event center expects occasional surges, commissioners approved language allowing designated overflow parking on unimproved surfaces (for example, grass or field parking) for intermittent events rather than requiring additional permanent paved stalls.

Commissioners asked staff to make sure interim use permits include conditions that prevent repeated reliance on unimproved overflow parking; staff said interim‑permit reviews are the right venue to require more permanent parking if overflow use becomes routine.

The commission approved the amendment after a public hearing and will forward the recommendation to council.
