Kane County committee amends resolution to clarify fiscal-year treatment for forensic lab opioid expenses

The Kane County Ad Hoc Opioid Settlement Fund Committee on April 17 approved an amendment to a resolution clarifying how forensic laboratory expenses tied to opioid-settlement funds should be handled for fiscal-year accounting.

Committee members voted unanimously to replace a "resolved" clause in the existing resolution so that expenses submitted by the Kane County Sheriff's Office "for payment from the opioid settlement funds attached here to are approved." Staff explained the change is procedural: the costs were incurred in fiscal year 2025 and therefore cannot be reclassified under the original language and instead require a budget adjustment through the county's finance committee.

State's Attorney Payne Moser asked staff to coordinate the budget adjustment with the sheriff’s office and the finance committee to ensure the item follows the proper committee flow. A roll call vote recorded Mosser, Silva, Strathman and Isacson as voting yes on both the amendment and the amended resolution.

The committee did not discuss dollars or line-item allocations during the public portion of the amendment; staff noted the amendment is intended as a housekeeping correction to match fiscal-year accounting. The committee moved on to other business after the vote.
